Call for EOIs – New Youth Detention Facility

We’re calling out for Expressions of Interest from artist teams interested in working on a major integrated public artwork commission at the New Youth Detention Facility (NYDF).

This EOI features multiple artwork opportunities throughout the facility and seeks artist teams with complementary skills across a range of disciplines and materials. Artist teams should include WA Aboriginal artist/s. Submissions where WA Aboriginal artists hold a leadership role, and teams that demonstrate gender diversity, will be highly regarded.

This is the second package of public art opportunities for the NYDF. Artists and artist teams who applied for, or were shortlisted for, Opportunity A are welcome to apply.

The commission includes both Design and Delivery and Design Only opportunities, including integrated ground plane artwork, cultural and landscape areas, sculptural works, secure courtyards, perforated art screens and interior integrated artwork.

The artworks will contribute to a therapeutic, trauma-informed and culturally responsive environment, supporting connection to Country, cultural identity, belonging, placemaking, orientation and wayfinding.

A key component of the commission is engagement with young people. The selected artist team will work with Banksia Hill Detention Centre to facilitate a minimum of three creative workshops, with outcomes incorporated into at least some of the final artworks.

The project will be developed with cultural guidance from appointed Cultural Advisors and in accordance with Creative Australia’s Protocols for using First Nations Cultural and Intellectual Property in the Arts.

The New Youth Detention Facility aims to deliver a therapeutic, trauma-informed care model for young people within a secure, therapeutic and culturally responsive environment.

The project has been developed by COX Architecture (architecture), Plan E (landscape architecture) and Apparatus (art coordination) on behalf of the Department of Housing and Works and the Department of Justice.

The artist team will collaborate closely with the project design and construction teams to integrate the artworks into the public realm design and deliver them within the proposed program.

Artwork budget $340,000 + GST

EOIs are due by 2.30pm Tuesday 20 October 2026
